Open Meetings Act (Title 25, §301)
The Oklahoma Open Meetings Act ensures that the public's business is conducted in public. School Boards are public bodies, and their meetings must be open to everyone.
Your Rights at a Meeting
- Attend: You have the right to attend any school board meeting unless they vote to enter "Executive Session" for specific legal reasons (like personnel issues).
- Record: You may record the meeting by audio or video, provided it doesn't disrupt proceedings.
- Know the Agenda: The board must post the meeting agenda at least 24 hours in advance at the meeting location and online. They cannot vote on items not listed on the agenda.
Public Comment
It is a common misconception that boards must allow public comment. While most do as a courtesy, the law does not require it. Check your district's policy on public participation — often you must sign up in advance.
Notice a Violation?
If a board votes on a hidden agenda item or meets in secret, their actions may be invalid. Document everything and contact the District Attorney.
